Is TikTok Ads a real growth channel for Australian businesses?

When does TikTok make commercial sense?

Understand how TikTok monetises attention before deciding how to buy it. For a local business, the creative is the budget.

The short answer

TikTok is a discovery channel: it interrupts a feed rather than answering a search, so it suits visual, short-decision businesses such as cafes, beauty, boutiques and venues, and suits emergency or regulated services badly. About 10.9 million Australians aged 18 and over were in its ad reach in late 2025. The real cost is video production, not ad spend. Test for 30 days with a stop-loss set from your break-even, tracked outcomes and one creative round.

Discovery and intent are different jobs

Google answers a question someone has already asked. TikTok interrupts a feed that someone opened for entertainment. That one difference decides most of what follows. A person searching "emergency dentist Marrickville" has a problem and a phone. A person scrolling TikTok on the bus has neither, and your ad has about a second to earn the next one.

The platform is built around that second. So the commercial question is not whether TikTok has people. It is whether your business can turn a stranger's passing attention into a visit or a booking at a cost you can afford.

The Australian audience and the under-16 law

Read the first two figures carefully. They measure ad reach among adults, which is not the same as unique people, and they are dated to the end of 2025.

What the minimum age law changes

The Online Safety Amendment (Social Media Minimum Age) Act put a minimum age of 16 on account holders for age-restricted social media platforms, from 10 December 2025. The federal communications department's fact sheet names TikTok among the platforms covered, and puts the obligation on the platforms rather than on parents or young people. Maximum penalties for platforms run up to 150,000 penalty units, which the department gives as $49.5 million for bodies corporate.

For an advertiser this means three things.

  • TikTok's own advertising page says that in Australia, because of the under-16 minimum, no ads are delivered to that age group. Do not plan or claim to reach teenagers under 16 through TikTok.
  • Audience figures from before 10 December 2025 describe a different platform from the one operating now. The 18+ figures above are the least exposed to the change, but we have not seen post-law reach data, so treat them as a ceiling and not a forecast.
  • For almost every Inner West business the practical audience is 18 and over anyway. Licensed venues and alcohol promotions carry their own rules, which we cover below.

What TikTok Ads Manager asks of you

The mechanics are less of an obstacle than the creative.

  • Structure. Three levels: the campaign sets the objective and budget, the ad group sets placements, audience, optimisation goal and bidding, and the ad holds the creative and call to action.
  • Minimum budgets. TikTok's help pages state that campaign daily and total budgets must exceed 50 and ad group daily budgets must exceed 20. One page gives these in US dollars, so confirm the Australian-dollar floor in your own account. Over a 31-day campaign the ad group minimum is 20 x 31 = 620 in the same currency.
  • Objectives. Smart+ supports sales, app promotion, lead generation and website traffic, so a local business can optimise towards enquiries or purchases as well as views.
  • Pixel and Events API. TikTok recommends using both, because connectivity problems and browser differences can cause the Pixel to miss conversions. Events API sends actions from your website, app, shop or CRM server to server. Our tracking check guide covers how to test the equivalent setup on Meta and GA4.
  • Brand safety. TikTok's Business Center lists an Inventory Filter, category exclusion and vertical sensitivity as controls for where ads appear. We have not tested how strict each tier is.

Story, speed, signal: a three-test fit check

Before you spend a dollar, answer three questions about your business, not about TikTok.

  1. Story. Does something happen at your business that is worth watching for six seconds with the sound off? Food being made, a transformation, a crowd, a craft, a room filling up.
  2. Speed. Can a stranger go from first view to purchase or visit within days? Short decision cycles suit interruption. A $40,000 renovation does not get decided from a scroll.
  3. Signal. Can you tell when it worked? A booking link you can track, a promo code, a staff question at the counter. If you cannot attribute a sale, you cannot judge a test.

Three yeses earns a test. Two is a maybe. One means TikTok is probably not your channel this year.

Our judgement of fit, not TikTok data. Regulated health services are bound by national advertising rules on any platform; check with Ahpra or the relevant board. Licensed venues should check Liquor & Gaming NSW promotion rules, and TikTok's alcohol policy, which requires licences and bars ads featuring people below 25.

Newtown, Enmore and the event calendar

A 30-day test with a stop-loss

Here is an illustrative test for an Enmore Road live music venue. Every figure is invented to show the method.

  • Ad spend: $35 a day for 30 days, $1,050, in one campaign and one ad group. Check this sits above the Australian-dollar minimum shown in your account.
  • Creative: six short vertical videos from one half-day shoot ($600) plus editing at $100 each ($600). Total $1,200. This is the real budget.
  • Total test cost: $2,250.
  • Break-even: a ticket averages $30 and contributes $18 after costs. Break-even is $2,250 divided by $18, so 125 tickets. On ad spend alone it would be $1,050 divided by $18, so 58 tickets. Counting production more than doubles the hurdle.

The stop-loss rule

Write the rule before the test starts. For this example: at day 14, with about $490 of media spent, break-even pace implies roughly 58 tickets. If tracked and promo-coded sales are below a quarter of that (about 15), stop. Between a quarter and a half, make one creative change and continue to day 30. Above half, continue as planned. Your maximum loss if you stop at day 14 is $490 plus the $1,200 production, $1,690. The numbers will differ for you. The discipline is to fix them in advance.

What to measure

  • Outcomes first. Ticket purchases, bookings, orders or tracked visits, via pixel plus Events API, a promo code or a booking-form question.
  • Business Profile signals. Google Business Profile reports calls, direction requests and website clicks. A lift during the test is supporting evidence, not proof.
  • Engagement only as a diagnostic. Spark Ads report paid likes, shares, follows and comments. They tell you whether the creative works, not whether the business does.
  • Counter question. Ask every new customer how they heard of you, for the whole 30 days.

An agent can read exported ad data and comments, group the creatives by hook and flag the dead ones in minutes. A person still decides whether a video that got saves from the wrong crowd was worth running.

When to skip TikTok

  • Nobody can make video. If every clip will be a stretch for the owner, fund Google Business Profile and Search first.
  • You cannot track an outcome. No booking link, no code, no counter question.
  • Your customers search in an emergency. A burst pipe or a toothache is a Search problem.
  • Your category has strict advertising rules. Regulated health services carry national advertising rules, including limits on testimonials. Do not let a format designed for reactions drag you into them.
  • Your decision cycle is months. Renovations and architecture belong in organic content and referrals, not paid interruption.
  • The budget cannot cover creative plus the media minimum. The spend guide covers where a small budget should go first.

What we would do first this week

  • Score your business on story, speed and signal and write the three answers down.
  • Film six rough clips on a phone from your last busy week. Post them organically and see which hold attention before paying to promote any.
  • Decide the break-even in tickets, orders or bookings, including production cost.
  • Set up the pixel and Events API, or a promo-code route, and test them yourself.
  • Write the stop-loss rule and share it with whoever approves the spend.
  • Confirm the audience is 18 and over, and check any alcohol or health claims in the creative.

Where this advice is wrong

This is a reading of TikTok's documentation and public data, not a set of campaign results, and the fit table is our judgement, not platform data. Reach figures are dated to late 2025 and come from TikTok's ad tools via DataReportal, so they predate the minimum age law; we do not know how the law has changed reach since. TikTok's help pages differ on whether minimum budgets are in US dollars, and TikTok changes formats and automation quickly.

A dental practice or an emergency tradie may still find a use for TikTok as brand awareness, and a creative owner with a loyal following may do better than any rule above predicts. A 30-day test of one creative round cannot measure long-term brand effects. If your result is flat, that is evidence about your test, not a ruling on the platform.
